Research On The Development Of Industrial Recycling Economy Of Heilongjiang Province

Since the reform and opening to the outside, the Chinese economy has developed rapidly, especially the industrial economy. But following the rapid development, a series of problems are gradually emerging, for example the serious resources shortage, the environment pollution and the population expansion, which had become the three dilemmas of modern industrial economy. And the influence brought by this traditional linear development pattern of industrial economy has seriously restricted the sustainable development of industrial economy. So if we want the harmonious relations between human beings and nature, we need to search a new development pattern which will be helpful to the natural resources' reasonable use and the environment protection. This new development pattern is just the recycling economy, and whether referring to the origin or referring to the importance of recycling economy, the industrial circular economy is not only the core content of recycling economy, but also the development priority of recycling economy within the whole country.It is no doubt that the industrial circular economy occupies a key position in recycling economy's development because of the industry's subjective role in the development of national economy. Therefore, grasping the starting point of the industrial circular economy theory, the paper systematically researched into the development of industrial circular economy in Heilongjiang province in virtue of different analytical methods, such as qualitative analysis, quantitative analysis, comparison analysis and demonstration analysis, and so on.Heilongjiang province is a big province of resources, and also a significant industry base in our county that has the good overall industry foundations, but along with the development of economy and society, the resources reduced increasingly, the environment deteriorated gradually, and the economy development also obviously fell behind the national average. Therefore, taking the chance of restoring the North-east old Industrial Base and constructing four lumpy economy that include the high-tech industrial belt along the Harbin Daqing and Qiqihar, the coal electricity base of eastern part, and so on, basing on the theory of sustainable development,the theory of Cleaner production,the theory of Function economic (Product service) and the theory of Circulation economy value chain, The paper tried to analyze the status quo and the exiting problems and found out the reasons for the tardy development of industry in Heilongjiang Province, and put more stress on the industrial circular economy's development pattern that will be applicable to Heilongjiang Province, then constructed new idea of industrial circular economy as well as the relevant development pattern, put forward countermeasures and recommendations posing to the development of industrial circular economy in Heilongjiang province, finally, the paper conducted demonstration analysis for the industrial circular economy's development in Daqing and Yichun, the two resource type cities, and the above demonstration showed fully that it is feasible and urgent to develop the industrial circular economy in Heilongjiang province.
