The Research Of Management Supporting System(MSS) Construction In Gansu Unicom

The governmental control to the Chinese telecommunication market tends to be weaker and weaker, so the competition will be more fierce. Domestic and international market environment require the modification of the operation ideas and administration models in Gansu public telecommunication enterprises.China Unicom, as the only telecom company which has the privilege on all of the telecom operation, possessing a nationwide communal telecom net, operating many kinds of basic telecom items and incremental telecom items, has made upmany good management platform. Gansu Unicom, holding the mind of improving the administrative level, will provide more and better mangement tools in the future.China Unicom has subsidiaries in 31 prvinces. In order to use the inner resources of the corperation, to improve the managerial efficiency, China Unicom started three office automation(OA) experimental units from 2001 to 2002 in Guangdong,Zhejiang and Shandong, and it had been putted into use. Gansu Unicom will create opportunities for development by itself.The management report about Gansu Unicom indicates:"OA is much more than the meaning of 'office automation', we can call the system Management Supporting System(MSS), and it is short for MSS. We will construct the MMS into the uniform management supporting system, and its target users are all the managers in China Unicom. MSS will be the carrier of CRM, and the managers will use Enterprise Resource Planning (ERP) and Customer Relationship Management (CRM) throung the platform of MSS, we also can get the information directly from th 'managers net', for example, the leaders can get to know the CDMA in Gansu small cities at any time through MSS, and those data derived from the 'managers net', instead of transfering from the ERP".From the words of strategic plan, we can see that MSS is the extension and sublimation of OA, it's not just a changed name, but a reorientation of the constructive direction and extention in strategic level. The previous OA system, the services such like Email,electronic file,even interior network, are fundamental needs to work in the IT environment. However, the defination of MSS is much wider than that of OA.Using managerial theory, this article will help us to understand the practical use of management science in real job through the introduction of management supporting system in Gansu Unicom.
