Unemployment is the chief problem for every country. With fast development of technology, technical labor can't rival technique for speed. Unbalance of technical labor and technique cause structural unemployment, which registers as a large surplus of physical labor and a large shortage of technical labor. The structural unemployment and shortage of technical labor can't be solved in the way of enlarging total employment and technical training held by companies. It's the major route for solving structural unemployment for government to hold large-scale public job training and upgrade technical level of labor. Therefore, the efficiency of public job training institution is principal factor for economic development and social stability. This thesis focuses on perfection of China public job training institution, with the purpose of advancing economic development and social stability of China. First of all, this research starts at the connotation of public job training, and then analyzes the nature, object, purpose of it. After that, on the basis of human capital theory and public administration theory, some research approaches like qualitative analytic method, quota analytic method have been carried on in the analysis of public job training institution functions.Theoretically speaking, the research on public job training institution is in favor of human capital theory and public administration theory. Actually speaking, the research is also advantageous for solving the citizen unemployment problem and accelerating the course of urbanization and country surplus-labor transfer. However, the public job training institution of China now is in fall-back state. On the basis of mass of data and theses, this research analyzes the current situation of China public job training institution at different angles like training object, institution pattern, administration, fund source, training organization, training appraisal method. Then the author focus on the problems of China public job training institution like discrepancy between public job training demand and supply, low-quality of public job training objects, lack of law support, single public job training pattern, ineffectiveness administration.In connection with problems of China public job training, the author analyzes the public job training institutions and experience in western countries like American, Sweden ,Germany at angels of training objects, training projects, training patterns, training administration ,fund source. At the end of this thesis, the author utilizes advanced institutions and experience of western countries, and put forward systemic proposals for perfection of China public job training institution, such as clear instructional strategy of public job training, reinforced support of law, pluralism of training patterns, indirection of government administration, innovation of training projects and training methods, popularization the job qualification certificate system and promotion the assorted measures.
