On Public Reemployment Training

Unemployment is the chief problem for every country. In the way of technical training held by companies, the structural unemployment and shortage of technical labor can't be solved. Only in the way of holding large-scale public reemployment training by government which upgrades the labor's technical level can the structural unemployment be solved. At present the governments all over the world supply public reemployment training for the person with job hunting difficulties, which makes the people master new techniques and skills, and improve the ability to reemploy to meet the needs of the new economy and relive the structural unemployment intensity in the country or area.With the purpose of advancing Guangxi's economic development and social stability,this paper focuses on establishing Guangxi's public reemployment training institution. First, this paper starts at public reemployment training's connotation, and then analyzes the object and method of the training. Second, it analyzes the functions of public reemployment training deeply by the research approaches like documentary method and comparing analyze method on the basis of new public service theory and human capital theory.The paper summarizes the typical ways of the public reemployment training of the western countries and draws lessons from the successful methods of reemployment training carried out by some cities in China. Considering the current problems of Guangxi's public reemployment training, which lie in low-quality of public reemployment training objects, training pattern, training method, administration, fund source, public reemployment service, training appraisal method, assorted measures and so on. The paper puts forward the overall thread which is that Guangxi should clear the instructional strategy of public reemployment training, establish well training propaganda mechanism, foster sense of training lifelong, perfect the training excitation mechanism, pluralism of training patterns, innovation of the training projects and training methods, establish public reemployment service system to cover town and country, promotion the assorted measures, which promote Guangxi's public reemployment training system working high efficiency.
