| The reform of public institutions is an important part of comprehensively deepening reforms.At present,the reform of public institutions has entered a critical stage of institutional and institutional innovation.As a mechanism,internal control can innovate the traditional management mode of public institutions and promote the management of public institutions.Acting in accordance with regulations has an important role in promoting,and it is also an important guarantee for institutions to respond to changes in the external situation and achieve innovation and development.The research object Y business unit,as a branch of the People’s Bank of China,is under the leadership and management of the People’s Bank of China.It not only has the risk attributes of the financial industry,but also serves as the responsibility of public sector management.Under the background of vigorously promoting the reform of the financial system in China,Y institutions have played an important role in maintaining the stability of the financial system and promoting the healthy and steady development of the local economy.Whether a region’s financial system is sound and secure depends on the internal control of financial institutions and the quality of assets to ensure the ability of financial institutions to increase their final loans.Based on the overall situation of the current Y institutions,the overall level of internal control still lags behind the actual demand.This article used the literature analysis,case analysis and comparative research and other research methods,based on the principal-agent theory,new public management theory,theory of public fiduciary duty theory of Y institutions internal control question for study,the study found that Y institutions internal control existence imperfect internal control environment,risk assessment,and lack of internal control activities is not standard,a sound communication mechanism,the internal supervision mechanism,etc.To solve these problems,this paper combined with the actual situation of enterprises Y,proposed to build a good internal control environment,establish effective risk assessment system,strengthen and improve the internal control activities,establish unimpeded information communicationmechanism,improve the effective internal supervision mechanism of internal control improvement plan,and stressed that to further strengthen the internal control culture construction,talent team construction,establish and improve the incentive and constraint mechanism to ensure internal control measures,in order to be able to improve the level of Y institutions internal control to improve the beneficial reference. |
