An Empirical Analysis On Regional Difference Of Industrial Technology And Main Influencing Factors

The industrial technology in China has made significant progress since the implement of reform and opening-up policy. In the process, eastern region is always in a dominant position. The regional difference of industrial techonology is a concerned problem. In recent years, China proposed a series of strategic, such as China's Western Development Program, Recitization of Northeast of China and so on. With these strategies, what new development has been made for industrial technology in three regions? Has regional technology difference become expanded or narrowed? How did main foctors affect the industrial technology of every region? They are all focus of the article.There are three main ways for Technological advancement: proliferation of technology, technical imitation and independent innovation. Endogenous growth theory treated the Professional knowledge, human capital accumulation and technological progress as Endogenous variables in economic System. R&D investment and human capital not only have tne ability if innovation, but also be able to absorb advanced technology. The article calculated the industrial Malmquist productivity index, technical efficiency index (EC) and technological progress index (TC) of every privince based on DEA model, then it made empirical analyzsis based on Inter-provincial panel data. The article analyzed the impact of innovative and absorptive capacity of R&D investment and human capital, competitive and diffused effect of foreign investment activities as well as relatively specialized index of different regions on industrial technology. When analyzed technology spillover effects, the article took the technology gap between funded enterprises and foreign-funded enterprises into account. The result is: Industrial technology has improved in every region, which was led by technological progress , rather than efficiency. The overall technology gap between eastern region and central region became narrow, but tne gap of high-tech industry is still large. The technology gap between eastern region and western region became larger. The diffused effect of FDI, innovative capaciyt of R&D and the two sides of human capital were important factors to industrial technology of eastern region, which was restricted by competitive effect of FDI. Industrial technology of central region was effected by competitive effect of FDI and innovative capaciyt of human capital, the absorptive capacity of human capital impeded industrial technology. In western region, innovative capacity of R&D and competitive effect of FDI accelerated technological progress, at the same time, absorptive capacity of R&D and human capital, relatively specialized index impeded technological progress, the technology gap between funded enterprises and foreign-funded enterprises was so large that led threshold effect. Finally, the article issued corresponding policies and proposals according to practical problems in different regions.
