The Application Research Of BPR Theory In The Basic Construction Of Yingkou Harbour

Since the Reform and Opening-up to the outside world, china's economy has seen a resilient and rapid growth. As the pillar of the national economy, the state-owned enterprises (SOE) have gone through painful restructure from the planning economy to the market economy and gradually take on a healthy tendency of development. However, some SOEs underestimated the latent crisis in themselves, which led them to the dead-end and then to the failure in market. Therefore, how to seek modern management theories to solve problems existed in those enterprises and improve those weak point, so as to enhance their comprehensive competitiveness and ensure a sustainable development, has become a subject studied and discussed by managing staff and MBA student. This paper will study BPR theory aiming to reform the shortcomings of SOEs, seeking for the improvement of quality, cost, efficiency and service and enhancing the competitiveness.Process Re-engineering is an important signal in the development history of management science and an advanced management theory. Many enterprises in foreign countries have improved their management levels and proficiency after carrying out Process Re-engineering.Employing BPR theory, this paper researches reconstructurer of business process and the methods of its application, summarizes experiences and lessons of BPR, analyzes the current situation of Yingkou Harbor Affairs Group, redesigns the basic business process of the Group construction considering their own conditions , provides suggestive measures for its application, which will be significant for solving its existing problems and improving its competitive strength. In addition, as one of the ten port with the capacity of hundreds of millions, BPR case of Yingkou Harbor Affairs Group can serve as an example for the reform of other SOEs,in particular those occupied with infrastructure construction.
