Aim to how to improve the Human Resource Management of central bank, thus enforce the personal ascendancy and push up the operation and guide ability and foster the future competitiveness of Chinese Finance System in result, this thesis analyzes the existing human resources management of basic unit of central bank from a scientific point of view. Based on analysis of human resource management both of domestic and abroad, this thesis studies systematically the issues of the local central bank's human resources management.A number of theories and empirical analysis methods are used in this paper and a comprehensive human resources management theory is given based on the study of human resource management of lots of domestic and foreign central banks. Because of the different division between human resource department managers, this model will be good future with relative evaluation of the Human Resource Management mode.The main content of this paper is divided into five chapters. The first part is introduction with relative method. The second part is characteristics and problems of the local central bank's human resources management. It includes the central bank's human resources management characteristics and Chinese central bank's human resources management model and the existence of the problem. Also the foreign central banks' human resources management experience is adopted. The third part is a comprehensive human resources management theory of the division of designing model, specific analysis of the division of designing work, division of designing human resources planning, the division of designing employment recruitment, the division of designing training and development, the division of designing vocational students' work allocation, the division of designing performance and payment. The 4th part is the human resources management system of the target design and ROI benefit analysis. The final part is to use the People's Bank of China Yingkou city central branch as an example, to test the comprehensive human resources management division of the design model for empirical analysis.The main research results is that the comprehensive human resource management division of the theory of building design and human resources management means superscript system and the corresponding performance analysis.
