The Relationship Between China’s Digital Divide And Regional Economic Divide

As the Internet as a representative of information and communication technologies (ICT) rapid growth, the word appears a new kind of the gap between the rich and poor, that is growing "digital divide". Information poverty, the difference between information level will directly related to the balanced development of the society as a whole and information resources whether be shared and the quality of people’s living standard. So the "digital divide" is not simply as a "digital gap" problem, it’s more than a question of whether or not to able to use modern information and communication technology. It is also the question of whether a society and sustainable development and may become the problems which restrict the development of the economy.There is a very close relationship between the digital divide and the level of economic development. Imbalance of economic development lead to the digital divide, in turn, the digital divide is likely to make the region more poverty. Therefore, more in-depth analysis of the relationship between the two, try to eliminate the digital divide and the economic divide, find solution to China’s economic development gap, build a "harmonious society" in the information age, promotes our country economy balanced, healthy and sustainable development will play an important role. The paper’s main research method is:Analyze the influence factors of the digital divide and economic divide, their definitions are presented. Set up the comprehensive evaluation method and the measure model about digital divide and economic divide. For the present situation of the digital divide and the economic divide in China is analyzed. The paper has confirmed the existence of the digital divide and the economic divide in different regions by use the data in recent years. And analyze the relationship between the economic divide and the digital divide by use the method of regression, granger causality test, methods of structural equation. Then the paper analyze the role of informatization construction in economic growth by use of the informationization development index (IDI). The paper prove the effect of informatization construction in economic growth is different in the eastern, middle, western part of our country and long-term effects are better than short-term effect.
