Retailing has played an important role in China's economic development, According to the promise when China joined in the World Trade Organization on December 10, 2004, our country has cancelled the limit on the region and the quantity when the foreign retail sales enterprise enters, and has agreed that the foreign retail enterprises can hold the controlling percentage of the stocks. The Chinese retailing trade is comprehensively opened to the foreign capital. The foreign retail enterprises' expansion speeds up. Moreover the foreign capital enterprise also sped up the capital operation and its localization. The retail enterprises in china developed rapidly. However, the retail enterprises in china were still insufficiently developed compares with the international huge commercial groups, especially on the management idea, the development mechanism, the marketing level and the financing channel.In recent years, retailing industry in Beijing has been steadily developed, Chinese-funded enterprises have advantages in total assets and amounts of stores, but have troubles in balancing shape of operations and low competition. Enterprises in Beijing should take some measures to enhance core competence.This article did a research through theoretical research, empirical analysis and case study.At the first part, this article stated the background and significance of the study, and summarized the former research about"core competence","the elements of core competence", and so on.At the second part, this article brought forward"the elements of core competence in retailing industry"through value chain analysis and interviews with senior managers. Elements of core competence in retailing industry include abilities of culture, cost control, marketing services and information management.At the third part, the author gave suggestions of how to foster and enhance core competence of retailing enterprises. The author did a research on Jingkelong Retailing Group and gave suggestions.Through the above analysis of the theory and practice, this paper has made the following results: 1. This article brought out levels of elements:"the core level", that is, enterprise culture;"organizational level", includes cost control, marketing services, and information Management capabilities;"development level"that is, learning ability.2. This article brought forward how to foster and enhance core competence: first, cultivating outstanding corporate culture. Second, enhance the value chain, integrate enterprise resource. Third, strengthen personnel training, create a learning organization.3. This article made a case research on Jingkelong Retailing Group.Because of a small number of enterprises interviewed, the researching results have some limitations.
