Since 1994, Shanghai Telecom has been growing rapidly and has broken monopoly and faced all-round competitiveness. Many significant exchanges have taken place during that period. Postal service and telecommunications service split off; Mobile service and telecommunications service split off; The northern parts and southern parts of China Telecom split off; Shanghai Telecom has a successful IPO in overseas market. As economy of China developed rapidly, communications technology updated day-by-day, requirements from the end-users diversified, Shanghai Telecom's traditional service can't satisfy the demand of the market. As a result, Shanghai Telecom was pushed to transform from traditional basic network operator to a modern integrated information provider. The model of operating should be changed to focus on customer and aim at efficiency on the basis of market oriented. Carrying out the strategy of combining inner and outer increase, we should maximize the value of the company. Many factors will be re-contrived including strategic philosophy, products, network structure, operating method and organization structure.The rough management on organization of Shanghai Telecom starting with the project concentrating on the requirements of the customer was analysed in this thesis. As great changes took place, technology developed, the requirements improved, the legacy management on engineering work can't meet the demand. So the company is considering about how to converge organization adjustment, procedure reorganization and talent poor assignment to put forward a feasible model which can not only meet the requirement of modern project management but also control customer-oriented project efficiently, accurately and reasonably. So that Shanghai Telecom can satisfy the customer and guarantee the sustainable development. To solve the problem is in accordance with Shanghai Telecom's long-term goal.There are some aspects in details in this dissertation:1. The necessity and main target of Shanghai Telecom's transformation2. Shanghai Telecom's present management model of network project is concentrated on the customer. Using project management knowledge, the thesis finds advantage and disadvantage on such aspects as organization, procedure, staff support and so on.3. To reach purpose of precise management, the thesis draw up a regulation which in accordance with modern project management system combining with rough project management system according to Shanghai Telecom's transformation target.4. Carried out in the first stage of transformation, the new model will be testified the feasibility and adjusted to improve. Simultaneously it will be expanded accompanied with the company's development.
