The transfer of surplus rural labor to non-agricultural industries and towns is an inevitable trend during the industrialization and modernization, and knowledge, skills and health status are basic factors affect the transfer of rural labor. This paper, took Linyi City, Shandong Province as an example, based on a survey, using multiple logistic regression model, made an Empirical Analysis of the relationship between human capital and the transfer of rural labor. The results showed that: The distribution of human capital in rural areas has significant differences between genders, ages and regions, which led to transfer differences between genders, ages and regions; The education level and whether a labor has non-agricultural skills or not decide the labor's transfer time, location and which industry the labor can get in, that is to say, rural labor with higher level of human capital has relatively longer transfer time, wider transfer locations and can gets job in non-labor-intensive industries easier as well as higher stability; Health condition of the labor has a significant impact if the labor want to transfer out the county. Finally, in accordance with empirical analysis, this paper made forward proposals on the improvement of rural education, non-agricultural skills training, rural peasants' medical protection and other issues. Paper also believed that the government should reform the education investment mechanism, monitoring mechanism and the school management mechanism, pay attention to the education of rear children and transferred children, improve rural cooperative medical insurance and health security system, as well as through the establishment of entrepreneurial support policy, support entrepreneur, improve the social environment for entrepreneurship to encourage the entreprenant kind transfer of rural labor.
