Rural labor transfer is an important way to promote economic development and narrow the gap between urban and rural areas.The employment structure of three industries in Xinjiang is unreasonable,the rural labor base is large,the idle labor is more,and how to realize the rational allocation of rural labor force plays a vital role in the rural economic development.It is the main way to accelerate the transfer of rural labor force and promote the rational allocation of human resources by increasing the investment of human capital in rural areas.First of all,this paper reviews the literature review on the labor transfer of human capital at home and abroad.From the theoretical perspective,it is found that the stock of human capital directly influences whether the labor force can be successfully transferred,and the investment of“people”is the key to realize the increment of human capital stock.Based on this,this paper takes the rural labor force of Xinjiang from 1988 to 2016 as the research object,and analyzes the influence of Xinjiang human capital investment on rural labor transfer from three aspects:economic impact factor,government human capital investment and family human capital investment.The empirical results show that:(1)the urban-rural income gap(Ig)in the economic influence factors is conducive to the transfer of rural labor force,and the non-agricultural industry(S)development is not significant in the statistical results of rural labor transfer;(2)the government human capital investment,the government migration()was positively correlated with rural labor transfer relationship,the government education investment(0))and the government's health care(?)on rural labor transfer on the statistical results was not significant;(3)family education investment(F0))in family human capital investment contributes to the transfer of rural labor force,and family migration investment(F)is not significant in the statistical results of rural labor transfer,among which the family education investment(F0))plays a significant role in promoting rural labor transfer.Finally,based on the empirical conclusion,this paper starts from the role of human capital investment in rural labor transfer,and proposes to increase the human capital stock of rural labor force in Xinjiang from government and family level,from education,health care and migration investment.
