Since the 1980's, mixed financial operation in finance has become a new trend for the world financial industry. There is a growing tendency towards the omnipotence of financial institutions as well as the integration of the financial operation. In the global financial tide of mixed financial operation, Chinese financial structure has become increasingly complex. Some of the new financial instruments such as bank-securities cooperation, the bank-insurance cooperation and securities-insurance cooperation continue to emerge, and the operation mode of mixed financial operation has appeared. Meanwhile, the end of the WTO protection means that China's completely open up to the foreign financial institutions, and that Chinese financial institutions must meet the powerful challenges from foreign financial institutions. To improve their competitive edge as well as the ability to resist the urge makes the mode of mixed financial operation imperative.With the progressive emergence of the mixed financial operation, Chinese existing industry-regulation approach has demonstrated a good many symptoms of maladjustment, such as the poor communication and coordination of the supervision departments, the poor internal risk prevention mechanism, and the poor financial market's ability to nurture innovation, and so forth. In order to better explore the supervision mode which adapts to the mixed financial operation system, the article conducts analysis through the following two ways : first, to dissect the sub-regulation, unified supervision and incompletely unified supervision models in the United States, Britain and Brazil, analyze the success or failure in their financial supervision, and then learn from their successful experience; Secondly, through the AHP and fuzzy comprehensive evaluation method to evaluate the supervision effectiveness of the above three supervision models so as to identify the most effective supervision under the mixed financial operation system. Finally, on the basis of borrowing from successful experience of the foreign supervision and the quantitative analysis on the regulatory model, this thesis puts forward the specific steps and detailed plan for the change in Chinese banking supervision, with an intention to offer some new ideas and references on improving our financial supervision models.
