In the late 1970s, financial liberalization has been a general trend as well as financial integration. Management of financial sector was transformed into mixed operation management from divided operation management. Following China entered WTO, our country has to make a real-life choice between divided operation management and mixed operation management. It is the main significance of this research subject that solving the problem that how to choose the best way of changing institution, according to economic characters of China and references of foreign countries.Starting with a theory of divided operation management and mixed operation management, a conception concerning mixed operation management and financial supervision model is put forward in this thesis. Basing on this, the thesis analyses the trace of changes of operation management and institution in America, England and German and also analyses the history of Chinese financial sector and the situation at present stage. Then the thesis discusses the feasibility of putting mixed operation management into practice in China in terms of theory and practice. To conclude, I mention the inevitability of mixed operation management, and demonstrate that financial holding company is a feasible model for our country to set up mixed operation management. Using the experience of other countries for reference, the thesis put forward the overall framework of mixed operation and supervision which is suitable for our country on the base of successful cases of financial holding companies in China. At the same time, the thesis gives the proposals of financial supervision at present stage and in the future.
