Supervision For Principal Part Of Public Procurement

After over 20 years of development and improvement, our country has initially established a complete public procurement supervision system based on Chinese conditions. Supervision for public procurement has achieved remarkable results, and becomes more and more influential, receiving attention from people and many scholars.The content of this paper mainly includes the concept of public procurement, the development, improvement and achievements of legal systems for supervision for principal part of public procurement. By summing up the prevailing issues in supervision for principal parts of public procurement, the paper analyzes and explores supervision for the principal parts of public procurement from different angles, using the theory of"entrustment-agency and government failure". This paper also put forward several suggestions, i.e., procurement of state owned enterprise should be brought into adjustment of scope of public procurement, full process supervision system should be established, the current supervision function for public procurement and set -up of administrative institution should be further adjusted, information technology should be further popularized in public procurement, and internal supervision mechanism for public procurement should be further standardized etc.
