With the development of economy and advancement of technology, people spend more time and consumption on leisure. Leisure activities are more important than before; it becomes significant manner for people to discover him and develop him and natural, and then remains to familiar with society. Also, leisure activities are indispensable for modern society economy activities and it puts forward new challenge to the theory foundations and guideline systems of weighing productivity and development of economy. But currently, the research productions of city leisure is in chaos and is not systematic, the research method lay particular stress on qualities and theory, as a result, the method is lack of operational. This article build configuration frame of city leisure evaluation index system for settling current deficiencies, it also establishes evaluation index of city leisure, and then quantifying data. Secondly, this article thinks city leisure development as a complex system of system theory and researches configuration frame, index system, evaluation process of the system, moreover provides the system consists of four subsidiary systems: strength economy system; supporting circumstance system; property power system and consciousness of development. Thirdly, this article analyses the problems of city leisure by exerting SPSS software. It founds the main factors of influencing the development of city leisure and evaluates city leisure with principle components method synthetically. In addition, it researches leisure development problems of sample cities in the statistic time and purposefully proposes the countermeasures of problem. Finally, the article points out developmental direction of all cities leisure in china and proposes the countermeasures and educes thereinafter conclusions:1. as a whole, China city leisure is still in a low level and needs more advances. In particular, stepping the increasing speed of city leisure economy provides the economy support for improving of other subsidiary systems. We should also construct the atmosphere of city leisure and spark plug the leisure logos of new century, it is also good for the development of city leisure by strengthening people consciousness of leisure consumption.2. According to evaluate the city leisure development of sample cities; it is obviously that there are still many problems in China city leisure. So we should pay more attention to the main problem and especially the main fact of principle problem it will be the future point of government work.3. The exploitation of city leisure is still in a low phrase, it influences the improvement of civilian leisure and consumption consciousness. We should strengthen the exploitation of leisure products and should guarantee the quality of products and service to fulfill the diversification of civilian leisure consumption.4. The city leisure theory needs more researches and it will be future direction by strengthening theory and demonstration research.
