BPR (Business Process Reengineering) is an important task in today's academia. Process means a series of special work which only has one starting point, one end and has specific impute resource and output result. Reengineering means analyzing and redesigning process in order to obtain great improvements in each index. The idea immediately swept occident's enterprises, once it had been proposed. As a complex systemic project with high-cost and high-risk, the actualization of BPR must be guided by scientific methodology. Among these methods, modeling and optimizing are especially important.This paper's first part comprehensively introduces the basic framework of business process reengineering and analyzes the interaction between information technology and business process reengineering based on the relative theories and methods of organizational transformation, transaction cost and principal agent, and it also introduces the function, application type, implementation process, ideas and methods of information technology in business processes. Meanwhile this paper also points out information technology has the most important and valuable application when it is used as managing and decision making toll during the process of implement of BPR. It can change the existing business processes and reduce the areas or activities of the overall function through this function in order to achieve a substantial leap in efficiency, cost and service and achieve the purpose of the BPR. Meanwhile this paper also introduces the Petri net theory and stochastic Petri net theory as well as its analysis technology. And it analyzes the internal business activities of enterprise H using the Petri net theory, reveals four relations in enterprise respectively selection, conflicts, synchronization and complication, and shows the corresponding relations and significance between the four relations and business process reengineering. And then these relations can be further described by the reengineering algorithm of correlation matrix. Meanwhile, this paper constructs a continuous Markov chain to solve the conflicts in the process of resources competition in the hope of achieving the optimization of business process.
