The logistic industry has had a fast development, and the service of the logistic providers and the management have been improved largely, since the logistics concept was introduced to our country. Increasingly the enterprises realize that slashing the logistic cost offers a big help to improve the profitability, furthermore, the Third Party Logistics (TPLs) could help the supply chain runs more efficiently, and the chain's members would possess more competitive advantages. The TPLs can be a reliable strategic cooperating associate due to its professional logistic service.At the beginning, this paper briefly introduces the tendency of supply chain's development and the relevant theories about logistics and TPLs. Secondly, focuses on discussing the problems of how to choose the TPLs efficiently and effectively: analyzing influential elements, procedure and principles of selection, and setting up the criteria system and the evaluation model.This paper constructs the scientific criteria system, which includes transport,storage,stock management,information transfer level and development potential; Analyzes and evaluates criteria depending on AHP to remedy the defect of TOPSIS which is weak in evaluating the criteria, and combines them as the AHP-TOPSIS model. It may achieve that the chosen logistic provider approaches to the "positive perfect point" but far from the "negative perfect point".At last, we have this model's application in an example that how one daily product manufacturer chooses the TPLs provider, and slashes the subjective elements of AHP according to the collected data comparisons. It proves that this model is effective to evaluate the TPLs providers, and able to find the best one.In a word, this paper probes the evaluating models and builds the AHP-TOPSIS model, in order to providing a good method for choosing the best TPLs provider.
