Some researches have been done on the"tide of laborers"by sociologists, economists, and demographers, but very few of them started with the two poles synchronously against the rural surplus laborers background or was able to form a theory framework. Migrant workers'return to the countryside occurred while the labor migration was like a rising wind and scudding clouds, till now, the unsuccessful cases are still in the majority despite some vivid ones,this reminds us that there is something wrong with the transfer of surplus rural labor, what's more, its profundity lies in the migrant workers'resistance against the deprivation of dual economy structure, which manifests that a new order must be established. So I want to improve the theory framework of labor migration, and find fundamental ways out for the employment of surplus labor force in rural area according to my research.For that purpose, firstly, I chose the fresh figures derived from statistic bureau, authoritative newspapers, monograph, and periodicals as my research point, considering my own investigations, and comparing with the findings, reached by"A Study on Rural Urban Migrants and Their Return to the Countryside of China"of agricultural research center in China five years ago to speculate about the reverse flow or migrants'general features. Secondly, I surveyed the macro- and micro-cause of the reverse flow of migrants by basing upon the background of rural surplus labor transfer, and relying on the Maslow demand and"push-pull"theory; judged the double effects of reverse flow on rural community and urban society dialectically.From that way, my study manifests that, currently , the reverse flow is still regarded as a individual and temporary conduct, and for a considerably long period of time, migrant workers will flow between city and urban and then transfer to cities and towns step by step. So if we want to solve the issue of Chinese rural migrant workers'return to the countryside, we need to start with the two poles synchronously. In city, we'd better establish modern residence registration system, set up the "four-stage guarantees", and achieve the integrative employment market, or promote China's social transformation by building a tertiary social structure to break the dual structure, meanwhile, by doing this, the migrant workers will become industrial workers in a accepted way, and the hidden troubles will be eliminated. In rural, we can promote diversification in residents'employment, for example, encourage migrant workers to establish green enterprises, develop the peasants'ability to manage their community and capital, and promote the modernization of the rural residents in China. In a word, if we can find a perfect way for surplus labor forces, all problems caused by migrant workers'return to the countryside will click into place.
