Study On The Influence On The Rural Economy By Rural Labor Force Flowing

With the reform and opening-up, farm laborers began to flow into urban areas with the household contact responsibility system. With the rapid development of urbanization, there's an increasing number of rural farm laborers flowing into urban areas, which makes a huge influence on the economy of the whole country. This paper thoroughly analyzes the present situation of the farm laborers on Pizhou city and the reasons of the flowing, and elaborates the situations of getting employed in the locality and the areas they flow into and also the influence on the economy of the local area by the backflow of the labor force.The flow of rural labor force is a new way of allocating the labor resources, making a deep influence on the rural economy. The direct influence is that the flow results in the increase of the farmers' income in the local area. Meanwhile, the laborers are related to the rural area. When they flow back, they bring back not only money but also technology, message and new concepts, enhancing the quality of the laborers and promoting the development of the local areas. This readjusts and optimizes the industrial structure, stimulates the expenses in rural market. However, if the flow can not be properly guided, there'll be some bad effects in the technological commercialization in infrastructure construction, the utility of the land, the education of the children, and the management of family planning.The flow of Pizhou city labor force has much relation to such fields as the rural economy, coordinated development of rural and urban areas, and the developing strategies carried out by the government in the rural areas. They are integrated and promoted each other, therefore, the paper has put forward some suggestions on the transfer of the farm laborers by carrying out some non-agricultural industries in rural areas, speeding the urbanization, improving employment system and social security system, deepening the household registry reform, reforming the present land turnover policy, enlarging the investment in vocational skills training, building the quality supervision system of training and management on family planning.
