China is a big agricultural country. The 16th Central Committee of the CPC proposed the magnificent target of building well-to-do society, the key and difficult points of which are in rural area. The heaviest and the most arduous tasks are also in rural area. It is impossible to bring about whole nation'well-off living if excluding peasants. Similarly, it is impossible to bring about our country'modernization if excluding its countryside. The Party Central Committee proposed that we must balance urban and rural developments, more focus on rural areas, care for farmers and support agriculture. Therefore solving problems facing agriculture, rural areas and farmers is a top priority in all our work. Human resource in rural area is the most active and important element in the productivity. It is the main force to develop the economy and promote society progress. This requires that all level governments and the entire society must come to a new stage of acknowledging the rural human resources and fully know the significant position of developing rural human resources in the course of building well-to-do society and establishing modern agriculture, therefore put more strengthen on developing rural human resources. Shaanxi, an underdeveloped province in west china, is faced with a severe test in the course of building modern agriculture and socialist new country, such as rapid increase of population, sharp subtraction of natural resources, worse ecological environment, poor competition of agricultural products, slow increase of peasants' incomes, and a bigger gap of incomes between the urban and rural residents. Peasants are the main bodies of building modern agriculture and socialist new country. It is significant to probe the status and the problems of developing rural human resources in Shaanxi and to propose the pattern and advice on it, therefore promote the development of the rural economy in Shaanxi.Using relevant theories and practical experiences for reference, based on management theories and guided by the relevant theories on human resources, development economics, demography, sustainable development, this paper analyzes the status and the problems of developing rural human resources in Shaanxi and states the general idea and strategy of that with the methods integrated positive with normal analysis, monographic with systematic study. In addition, it constructs the pattern of developing rural human resources in Shaanxi and proposes the relevant measures and approaches.In chapter 1, as an introduction, an overall synthetical commentary on research objective, significance, major research content and present research at home and abroad was put up. And, the basic thoughts and research methods were given out.In chapter 2, this paper states the theories of human resources and developing rural human resources, defines the intension and extension of rural human resources and analyzes the relationship between human resources development and economic development in rural areas at present.In chapter 3, based on educational, healthy and technical stores of labor force in Shaanxi, this paper analyzes the status and problems of developing rural human resources and probes into the inference of the low quality of labor force in Shaanxi on its rural economy.In chapter 4, this paper analyzes the objective, significance and tasks of developing rural human resources, and proposes the general strategy. It argues that the mechanism of accumulating human resources should be set up by taking education as leading factor and the mechanism of allocating human resources by taking regional communication as leading factor. By improving employment mechanism, building well-living environment and constructing the system of developing rural human resources, rural economy and society in Shaanxi will be sustainable.In chapter 5, the paper sums up some current models of developing rural human resources in China, such as government& household, college & government, college& base & household. By the case in which the problems of technology and qualified people were resolved smoothly by setting up apple and muskmelon production bases by Northwest A&F University and Baishui County or the university and Yanliang district, the paper analyzes working conditions, organization models and mechanism of developing rural human resources by combining university with government.In chapter 6, the paper states five approaches to develop rural human resources of Shaanxi. Firstly, the general quality of rural labor force should be improved by put more strengthen on rural basic educations,rural secondary vocational and technical education and rural higher education. Secondly, the target of rural population of Shaanxi should be brought about by restricting the quantity of rural population, developing rural health service and improving the new rural cooperative medical service. Thirdly, organization, training and guarantee systems should be set up. Fourthly, rural labor move should be accelerated by urbanization, developing minor enterprises and creating more job opportunities. Fifthly, combination of agricultural research with teaching and industrialization of agriculture should be carried out.In chapter 7, by analyzing the case of Yangling demonstration zoom, the paper verifies the viewpoints proposed above and suggests, based on combination of agricultural research with teaching and urban and rural unification constructing, the model of developing rural human resources in Shaanxi by which it have market mechanism, normal operation and integrated service.
