In the knowledge economy era, reasonable human resource development has become the main driver of world economic development. The rural agricultural population in our country is great and it contains rich labor resources. The effective development of rural human resources can accelerate the process of new socialist rural construction, and also related to the achievement of the goal to build a well-off society in an all-round way. The southwest of Shandong province is relatively slow in economic development and has a large rural population. Take Heze as an example to research rural human resources development strategy in the southwest of Shandong province is helpful to promote the rural economy development of southwest of Shandong province and can promote the coordinated development of regional economy of Shandong province.Studying rural human resources development must be based on the related theory, the relative concepts of rural human resources development must be clearly defined. Based on the theory of human capital, labor migration theory, combining with related data, and make in-depth analysis about the present situation of rural human resources development in Heze, mainly from three aspects: rural human resources quantity, quality and structure of Heze. Conclude the following questions exist in the process of rural human resources development in Heze: rural education investment, education foundation is weak; the slow development of rural vocational education training; rural medical and health development lags behind, the level of social security is not high; rural human resources employment structure is not reasonable, low utilization efficiency.To solve above problems, the author puts forward countermeasures from four respects: vigorously improve the rural basic education system; improve rural vocational training system; enhance the level of rural health care, social security; promote the rational flow of rural human resources.
