Knowledge-based firm is the enterprise what can take advantage of knowledge in all respects of the firm operation. These organizations can gather all of the resources and can make good use of the knowledge they have to create maximum value. With the development of knowledge economy, the numbers of knowledge-based firms increase rapidly, the talents capital is one of the cores among enterprises competition after the material capital and the currency capital. The way to activate the enterprises talents capital is to strengthen the human resource development and management. Thus, the synthetic evaluation of management performance on human resource is one of the important things in propelling the work of the development and management of human resource positively.The human resources management of the knowledge-based firms has developed accordingly with the new situation. Though carrying on the analysis to the new tendency of the human resources management of the knowledge-based enterprise, we can obtain: the new meanings of staff in knowledge-based firms: from employee to common inventor. In the knowledge-based enterprise's authority is shifting, between the organization and the staff has also formed the new contract. The knowledge worker's professional profession even more has the variability, thus emphasis knowledge worker's professional profession self-control.Seven principles that must be following were proposed in order to take all factions into account that effect human resource management, and evaluate the human resources management concisely, whole, objectively. The appraisal item of knowledge-based enterprise human resources management was erected on the based of structural model of human resources management appraisal and the system model of enterprise human resources management appraisal.The fuzzy mathematics is the mathematics what has "fuzziness" with mathematics method researching and processing phenomenon. this article has constructed fuzzy multi- targets appraisal model introducing triangle fuzzy number, and has unfolded the appraisal concrete method with calculated the example carried on the appraisal for the knowledge enterprise to the human resources management condition to provide a reliable basis. Through the evaluation to human resources management of the knowledge-based enterprise, we can find the question in the human resources management, improve the human resources management policy, and to achieve the organization object.
