Collocate the knowledge resource in effect, in possession of hi-level competition and organization efficiency on the base of reduce cost, hold incessant renovate product and excellent employee, is fix on the success and fail of competition. Just about this background, enterprise attach importance to the function of human resource management increasing.Human resource is the resource of the dynamic core competence and the durative competitive advantage for enterprise. The effective movement of human resources management system has directly decided the enterprise’s survival and the development potential. Carries on the appraisal to the enterprise human resources supervisory work and discovering the question, will provide important policy-making basis to the improvement of human resources management and to promote the realization of the enterprise strategic target. Just like Frederick E. Schuster said:"We believe firmly that, the effective management of human resources will be very important to maintain the profit in enterprise, because the management condition change to not be excellent when we produced and expanded the scale. Effectively uses the human resources enable us to be able to display the count for much competitive advantage, therefore, regularly carries on the appraisal to how an enterprise organize does in the human resources work is very important. Simultaneously, it is also important to trace an enterprise stage change of situation to prompt discovery the organization and staffs conflict puzzle and so on."Along with the development of human resources management theory, the renewal of idea and the needs of management practice, the appraising which is a appraising of enterprise human resources development and achievements has became a daily matter of concern of the theory researcher and actual workers in human resources management field.But now, the organization and human resource managers are anxious about unable to exert the function of human resource management, one of the important reasons is the organization don’t establish the appraising system of human resource management. This paper aim at the issue of set up the appraising system of human resource management, introducing the appraising indicators of human resource concretely,using analytic hierarchy process(AHP) as appraising tool of apprising human resource management, meanwhile taking the F group company as the example, illuminating how to use AHP to apprise human resource management.This article studies main content as follows:The first chapter, first proposed the research background of this article, and then thoroughly analyzed the goal and the significance of this research and pointed out the research technique and the mentality.The second chapter introduced the domestic and foreign research achievement and present situation about the appraisal of human resources management work in detail on bases of analyzing the meaning of appraisal to human resources work and make clear what the appraisal is.The third chapter proposed the design principle and concrete content of appraisal system.(The appraisal system includes seven essential factors:Internal and external environment of enterprise、subject object、goal、principles、establishment of appraisal system、appraisal implementation the appraisal and so on.) And concrete analyzed the internal logical relations of appraisal system, emphatically pointed out the appraisal indicator is the core of appraise system.The fourth chapter introduced the establishment of evaluation index system.Study on the key-evaluation index, evaluation criteria and evaluation methods of evaluation system.Introducing design principle of appraisal indicator, the content of appraisal indicator, appraisal standard and the principle and process of AHP concretely. The fifth chapter using F group corporation’s case illuminating how to use Analytic Hierarchy Process (AHP) and Fuzzy comprehensive evaluation method to apprise human resource management and pointing out the possibly question we would met in the application of appraisal system.The sixth chapter provided some mending ideas advancement and set forth the direction of this study for the system in the future.
