Study On The Generic Technological Innovation System Of The Industry Cluster

Industrial cluster plays an important promoting role on the regional economic development in China, which promotes the regional competitiveness highly. However, not only the local characteristic industrial cluster but also the hi-tech industrial cluster urgently need depending on the independence innovation and technological progress to push the upgrade of and realize the sustainable development of the industrial clusters, and drive the regional economic sustained-development finally. From the technical level, the cluster's technical innovation capability is directly promoted by two kinds of technologies: generic technology which plays a fundamental role and proprietary technology. Therefore, how to increase the cluster's independent innovation capability and realize its sustainable development through depending on the innovation of the generic technology is becoming an urgent problem. Based on this, this thesis puts forward the generic technological innovation system of the industry cluster and studies on its and innovation activities in system.Firstly, this thesis analyzes the connotation of the cluster's generic technology, and then cards the theory of innovation system. Based on this, this thesis puts forward the concept of the generic technological innovation system of the industry cluster and analyzes its characterizes. Secondly, this thesis researches on the determinants of the system and establishes the structure model of the generic technological innovation system of the industry cluster. This model includes three levels: the innovation subjects-enterprises in the industry cluster level, the other subjects'level, and the determinants of the innovation environment level. Thirdly, this thesis studies on the R&D of and the diffusion of the generic technology in system based on the theory of industry cluster and of technological innovation. Carding the research of the technology R&D organization, of the generic technology R&D organization and of government promotion, and combining the character of the industry cluster, the R&D organization of the generic technology is divided into two types: enterprise's leading and government's leading. Based on this division, the operation form of the R&D organization is divided into four types: contract structure, project cooperation structure, R&D alliance and technological corporation. And then this thesis comprises and analyses the policy measures on the government-funded R&D of the generic technology. And afterward this thesis does a special subject research on the technological alliance organization structure, emphasizing particularly on the reason of the cooperative R&D and the research on the motivation mechanisms based on the benefit sharing ; finally, this thesis studies on the route of the technological diffusion and the protection of intellectual property rights.
