As a typical late-development country, China is in the transformation of key stage which the following advantage weakened,and innovation competitive advantage in fostering . Xi Jinping, general secretary of China, mentioned many times in the report,vigorously develop industrial key generic technology, building efficient and powerful key technologies and generic technology supply system, to achieve collaborative innovation and open innovation, is the core of grasp opportunity that the strategic of science and technology development in key areas. However, compared with the main developed countries, Chinese modern industry key generic technology level differences,the innovation ability is weak, the process of R&D and innovation are often subject to excessive dispersion pattern of benefits, and even on core issues such as mechanism of technology supply and route choice on long-term independent, which restricted the whole industrial innovation ability turn exogenous into endogenous. Priority, in accordance with the "Thirteenth five-year plans" latest plan timely study the influence of key generic technology innovation industry industrial mechanism, vigorously promote the structural reform of supply system of technology innovation mechanism in our country, establishing and perfecting the outstanding national will and to strengthen the development strategy of independent innovation in China, and then sustainable growth momentum for the R&D of industry key generic technology .Based on the research background above, this thesis deeply studies the related theoretical basis of the industry key generic technology innovation and influence industry key generic technology innovation and supply paths and other academic achievements at home and abroad, on this basis, the author statred from the connotation of the industry key generic technology evolution, the definition and sums up the key generic technology industry scientific connotation and the innovation of the carrier. And then combined with Elinor Ostrom IAD model to explore the influence of the influence of the industry key generic technology innovation mechanism, and using the method of Nash's mixed game,analysis the coordination game model between the goverment,industry,colleges and research institute on the key generic technology innovation industry decision-making relations, so as to build influence industry key generic technology innovation of IAD extension decision-making model, and put forward the corresponding assumptions. Aim at the analysis and assumptions above, the author make the corresponding questionnaire,through the industrial cluster of beijing-tianjin-hebei region in the assets of the top 300 sampling equipment manufacturing enterprises, empirical study and use of software SPSS20.0 to correlation analysis of data obtained, tested the assumption above, confirm or explanation for the theory, the research results of impact mechanism was summarized and concluded. On the basis of the conclusion,to provide rich theoretical basis and practice basis in order to support focus of industry of key generic technology innovation policy.
