Probing Into Improving The Independent Innovation Ability Of Small And Medium Enterprises In Guangxi

With the unceasing progress of technology and the arrival of knowledge economy, the human being is going through a global technological revolution. Competition between enterprises, economy development, and contest of general national power are increasingly and concentratedly displayed as technological competition. Technological innovation has been the feature of knowledge economy in this age. Comrade Jiang Zemin said that innovation is the soul of national progress, the inexhaustible drive for national prosperity, and that without the competence of innovation, a nation is hard to stand erect in the world. Therefore, the Fifth Session of the Sixteenth Congress of CPC held in October of 2005 took independent innovation as an important strategic key point to prepare China's 11th Five-Year Plan, advanced to take the building-up of independent innovation competence as the strategic base point of technological development and as the central link of"Regulating industry structure, Transforming China's economic growth pattern". The Outline of National Plan for Medium to Long-term Scientific and Technological Development (2006-2020), issued by The National Conference of Science and Technology held in January of 2006, put forward the strategic goal of improving independent innovation competence and establishing innovative nation, pointed out that the key of improving independent innovation competence is strengthening the principal status of enterprise in technological innovation, and that we should establish a technology innovation system that is enterprise-based, market-oriented and characterized by industry–university-institute collaboration. It is thus clear that an enterprise has a decisive effect on the strategic goal of becoming an innovative country. If an enterprise takes the principal part in technological innovation, small and medium enterprises, accounting for the vast majority of China's enterprises, are the most activated and energetic ones. Improving small and medium enterprises'independent innovation ability will have much to do with whether our country can soon join the ranks of the innovative countries. The Central Committee of the CPC's Suggestion Concerning Formulating the 11th Five-Year Plan of National Economy and Social Development passed by the Fifth Session of the Sixteenth Congress of CPC proposes that,"We must display each kind of enterprises'innovation vigor, especially the small and medium enterprises'innovation vigor, therefore taking effective measures to improve the independent innovation ability is an important task of comprehensively improving the independent innovation ability and core competitive ability of our country."This blew the time bugle of improving the independent innovation ability for the small and medium enterprises all over China. In less developed Guangxi, the status of small and medium enterprises appears especially important. Improving the independent innovation ability of the small and medium enterprises is the key point of promoting Guangxi's industrial structure, transforming the way of economic growth and reducing the disparity between Guangxi and the eastern developed regions. This is also the inevitable choice for small and medium enterprises to stand in the invincible position in the intense market competition. Based on the present reality that Guangxi's small and medium enterprises'independent innovation ability is quite low, we should absorb Guangxi's and China's existing correlative data as well as the data of the predecessors' research results as far as possible, so as to initially probe into a way which is suited to improve the independent innovation ability of small and medium enterprises of Guangxi.The main body of this thesis consists of four parts:The first part is the annotation about this article correlation concept ,has limited mid- and small-scale enterprise the concept, in annotation technology innovation and in technical innovation strategy basic type foundation annotation independent innovation meaning, from meaning, constitution and characteristic three aspects comprehensive annotation enterprise independent innovation ability connotation.The second part has carried on the analysis to the the present independent innovation ability of small and medium enterprises in Guangxi, mainly obtains its independent innovation ability from the independent innovation ability integrant part generalized analysis lower, displays lowly in the research and development investment ability, the production manufacturing capacity low, the market marketing ability is not strong, the innovation management ability lacks, the innovation delivers the ability low five aspects. And analyzed its independent innovation ability low exterior and the internal reason in this foundation, the external reason mainly is because small and medium enterprises independent innovation external environment unsatisfactory, mainly displays in the policy environment and the investment environment badly analyzes, internal reason mainly is the enterprise interior independent innovation essential factor supplies insufficient, including supplies and so on talented person, system, fund is insufficient.The third part has analyzed the promotion actual condition about the independent innovation ability of small and medium enterprises in Guangxi , carries on the analysis from the advantage and the adverse condition two aspects: The advantage displays after has the social consciousness, the system and the technical study sends the superiority, the natural resource and the labor force resources rich, the geographical positionis superior and mid- and small-scale enterprise the technology innovation system initially becomes four aspects; The adverse condition including the organizational reform lag, the innovation essential factor affects difficultly to display; The knowledge is impoverished, the worker scientific culture quality is not high; Thought idea conservative backwardness, social culture environment conservative three aspects. Through is advantageous and the adverse condition analysis, obtains small and medium enterprises in Guangxi to have to promote the independent innovation ability to have to overcome the adverse condition, fully uses its existing advantageThe fourth part unifies the actual condition which mall and medium enterprises in Guangxi,the independent innovation ability low reason and its has, from the enterprise, the government and the social three angles the independent innovation ability promotion countermeasure has carried on the preliminary discussion to Guangxi mid- and small-scale enterprise. Looking from the enterprise angle that, the enterprise must reasonably choose the innovation strategy pattern and positively raise the essential factor which the independent innovation needs; Looking from the government angle that, the government must strengthen to mid- and small-scale enterprise theindependent innovation support and the guidance; Looking from the social angle that, the society must build the innovation for mid- and small-scale enterprise the independent innovation the social environment. Through the enterprise, the government and the social three aspects endeavors, do three things at once, the independent innovation ability promotion of small and medium enterprises in Guangxi only then has the possibility to become the reality.
