The SMEs development has a crucial role for a region to sustain economic growth, increase economic vitality and improve the employment rate.Our low manufacturing overcapacity macroeconomic conditions and the inherent requirements of building an innovative country, have forced the development of export-oriented SMEs to change the mode of low value-added formerly, go to the path of independent innovation.During this paper’s studies,analysis the theory of domestic and overseas on the development of export-oriented SMEs, and analysis the relevant theories of independent innovation, think that independent innovation capacity development of SMEs are more affected by the macroeconomic environment of an integrated region, of course,they are also affected by their own development factors. After the analysis of related concepts, the relationship between independent innovation and the SMEs development, find out the short board of GuiZhou small and medium-sized import and export enterprises.During the analyze of SMEs in Guizhou, we found that there is a small number of SMEs in Guizhou Province, less than country’s two hundred molecules, in which the industry is mainly concentrated in the mining and manufacturing sectors, and their independent innovation ability is weak. To be able to quantify the import and export SMEs ability of independent innovation, the paper design evaluation index, to analysis the R&D capabilities, Mainly is reaction innovation capacity index of macro environment and microcosmic index. Considering the data can be collected,we measured the macro environmental indicators, the results of Guizhou Province in the various provinces of the country ranking28, in a relatively backward position, which is also consistent with the qualitative analysis results in front. Based on the results, we propose should increase investment in research, Building "Master Fund" to improve development environment for the import and export SMEs innovation, to strengthen the foreign trade and cultivate scientific research personnel, to attract more large-scale industrial in the east, establish a complete industrial chain and achieve great open strategy, participate in the international division of labor which several measures to improve the situation. In the end, we made a conclusive summary of this article, and give the appropriate policy recommendations for subsequent research.
