Research On The Implementation Evaluation Of Land Use Planning

The overall land use planning is not only a basic means for realizing the macro adjustments and controls of land resource distribution, but important measure for guaranteeing the safe of land resource. As more and more people come to realize the importance of the overall land use planning, the public, society and government now pay attention on series of links of plan, such as the choice of plans, supervision on implementation process, assessment on the final result extensively, furthermore, the linchpin, meanwhile the most weak link of the process of overall land use planning, that is the implementation of the overall plan become a concerned focus progressively too. At present the research on implementation evaluation of land use planning is a field receiving little attention in our country, and researches just concentrate on theory too, consequently, our country need badly launch to evaluation research focus on implementation of overall land use planning. This paper take Huangpi district of Wuhan as an example, launching research on assessment theory, index system and evaluating measures of the overall land use planning.Firstly, this paper has summed up the essence and intension of land use planning as well as the basic theories on overall land use planning, and has explained detail the implementation environment of land use planning in detail, moreover, put forward the necessity of the supervision and assessment from launching the overall land use planning; Secondly, this paper has done much research on the intension of implementation evaluation of the overall land use planning, the type, procedure and content of assessment system, probed into the index system ,weight and measures of implementation assessment of the overall land use planning, meantime, probed some topics on implementation environment of plans on land utilization, the change on the structure of land utilization and space arrangement, success or failure in plans, diagnosis to influence factors on impeding to, analysis on hot areas where violate plans; Lastly, the paper has given a example check according to the overall situation of implementation of the overall land use planning of Huangpi district on the method of effective-functions comprehensive evaluation. In the ending of this paper, a summary has been given together with the analysis and outlook on some weak points and measures of implementation evaluation of plans.
