The Research And Application Of The Method And Means Of Promoting The Power Of Small Enterprise's Strategic Execution

This article is to form a framework and a mode of thinking to describe the comprehensive theory of the enterprise's power of strategic execution. It is the foundation that sums up the present situation of working out and the strategic execution of small enterprise at the specially developed stage now. And to analyze the decisive factor and feature of the power of strategic execution from a brand-new perspective, that can let the theory circles and pragmatic circles to think it more comprehensively and more deeply.A small business is in contrast to large enterprise in the concept. The small business generally refers to smaller or at the start-up and growth stage enterprise, including the corporate enterprise and natural enterprise whose scales are substandard.The power of strategic execution is a comprehensive ability that the enterprise applies all kinds of resources and mechanisms in order to realize the strategic target in the process of strategic execution. It includes common understanding, cooperation and control. All of them compose the pillar of the strength of enterprise's strategic execution.At present, it has been an independent discipline about the research for strategy execution at abroad or home. There are a lot of writings and teaching materials on it, while few on the power of strategy execution of small business.The most representative works and teaching materials on the management of strategy include Kaplan and Norton (1996), Ittnerand Larceker (2001) and Pearce and Robinson (2 003)'s works.Executive Ability, coauthored by Larry Bossidy and Ram Charan, provided some valuable advises about the implementation of corporate construction.Based on the recollections of literature, the analysis of status quo on strategy execution of Chinese corporate and decisive facts of strategy execution builds a theoretical framework composed three constituent elements (strategic consensus, coordination and control).According to the "three-factor model of the implementation of the strategy", based on the related data in The analysis of status quo on strategy execution of Chinese corporate and decisive facts of strategy execution, we analyze and sum up the construction of small business strategy execution from these three perspectives- strategic consensus, coordination and control.In the forth part of the article, QFD, FMEA and Protection of error which play a certain role in enhancing the implementation of strategy of small business are introduced and analyzed.The core idea of QFD is that it is customer-driven from the study of feasibility of products to production and convert customers' needs to various detailed information that could understand by personnel from all departments so that the enterprise can manufacture products which suit customers' needs well.The application of QFD promotes the implementation of strategy through strategic consensus and coordination.The application of FMEA plays a crucial role in recognizing and eliminating hidden troubles due to the unavoidable responsibility of pursuing the quality of service. The results of study indicate that put FMEA in practice can avoid a lot of things happening.The value of FMEA is on the management of potential risks of products or services. Every department can manage the potential risks in advance by organizing related departments to make FEMA together. Compared with QFD, FMEA enhances the force of risk management. The instability of products and services are reduced by the quantification of risks and risks protection measures ahead, so the quality of products and services are assured.The deficient point is, compared to the application on coordination and control, FMEA could not be effective in transmitting information.Japanese is considered as a global model for it has carefully done in protection from errors. It applies many modern machine facilities which are also the counterpart of the high cost of labors.Korean protection system focuses on the management of daily work such as the management of color and vision. These tools can be used directly by managers or frontline employees.European and American enterprises pay much attention to "three protections" and focus on the system of strategic management in order to make a set of policies that could avoid mess in the manufacture spot, errors in the operation process.PSO is quite pragmatic during these measures. It is with high reference value for the small domestic businesses to ensure the suppliers stability and credibility by adopting it.
