After the reform and opening, private economy in eastern seaboard regions of China develop rapidly and it has been the main part of the local economy .On the one hand, private economy develops slowly and lag behind relatively in the old industrial base of the Northeast .On the other hand, state-owned interprets meet a great number of difficulties in the process of developing and operation. All of the problems have relationship with the backwardness of private economy.
