Along with the deepening of the reform of socialist market economy system, China has made a new strategic plan that the state proposes and implements the strategy of the "promoting old industrial bases in northeast" in order to enhance the country's overall national strength and change the imbalance in the regional economic development, following the strategy of developing the northwest. The strategy is of great strategic significance for revitalizing the old industrial bases in northeast; promoting the economic development of the northeast region and the all-round development of society as a whole. The special status and role of old industrial base in northeast determines that human resources development and use is important to promote old industrial bases in northeast. Therefore northeast external human resources development and utilization has become an important component of the strategy. The three northeastern provincial governments should play a positive role in external human resources development and utilization.This article analyses content and features of human resources from basic theory and that human resources which are the most important of the three ones are the primary resources of contemporary economic development. The paper constructs mobile model of human resources and makes a systematic analysis of all the factors on the mobility of human resources whose primary motive is economic reasons—the higher income. The benefits of human resource flows impact the outflow and inflow utilizing output model of human resource flows. The flow of human resources is an important way to develop human resources, which possesses optimized the distribution of resources with effect. The article reviews the history of in the northeast, summarizes characteristics, mechanisms and the role of human resources flows in different stages and underlying causes of human resources loss in the northeast after reform and opening up. The reason of reverse flow of human resources and constraints of external human resources development and utilization provide a theoretical basis in the northeast. Many countries'strategies, ways and patterns that they utilize external human and bring in indigenous talents overseas to return to participate economic development are introduced in this paper, which provides experience of external human resources development and utilization in northeast. On this base the thesis puts in the ways and patterns of external human resources development and utilization in the northeast.
