With the development of urbanization, the problem of villages within cities is becoming increasingly obvious, in which the problem of land-losing farmers has been a major concern. The land-losing farmers have no farmland to produce, no jobs to do, no qualifications to be covered by subsistence allowance system, and no fund to start a business as well. They wander between edges between city and the countryside, and have a bad effect on the urban development and social stability, which has been one of the most important social problems in China today.Setting the city of Nanning as an example, based on re-defining basic factors of recipients, with the ideas of being people-oriented and improving competitive ability of land-losing farmers, the paper discusses how to construct social security system for land-losing farmers in villages within cities. First, speed up the reform of Land Acquisition System. Second, specify respectively the responsibilities of government, enterprises and independents, and build up the fund collecting channels supported by the three parties mentioned above. Third, establish mechanisms of legal aids, vocational training and skills training for farmers who lost farmland. Fourth, construct law system and supporting system of social security for land-losing farmers underpinned by endowment insurance system, multivariate medical security system, an appropriate subsistence allowance system, and job-training and social service system.
