Study On Social Security Problems Of Land-losing Farmers In Urbanization Of Hefei City

In the recent years, the number of farmers losing their land is on the increase with the acceleration of the urbanization. Losing land, as a matter of fact, means losing the most reliable and fundamental source of livelihood for landless fanners. At present, they are incidentally filing petitions to the government due to the following facts: institutional barriers, farmers' weak economic affordability, the comparatively low attending rate of old-aged insurance and their unavailability of the unemployment security, the heath care, and the employment security and so on. Therefore, it is of practical significance to make a study of the social security of landless farmers in order to promote the urbanization of Hefei city smoothly, to safe guard the legal rights and interests of the landless farmers, to promote the coordinated development between the urban and the rural areas, to maintain social stability and building a harmonious Hefei city.Briefly reviewing the policy and theoretical research on the resettlement of landless farmers at home and abroad, this thesis analyzes the living conditions of landless farmers in Hefei, and points out the effectiveness of the landless farmers' compensation and resettlement policy as well as underlying problems based on investigation. Additionally, the author makes a comparison of the policies concerning resettlement, compensation and social security between Hefei city and other cities in China. Further, the thesis expounds on the reasons why there exist differences in the regional policies. At last, the author builds up a framework on social security system for landless farmers in Hefei city, and designs the social security program from the following four aspects such as old-aged insurance, medical care, employment and education for juvenile children in the light of the economic and social development of Hefei city.
