With the development of social economy of our country, quickening of urbanization process and the requisition of countryside lard where suburb of large and middle cities, more and more peasants loses their land depended on for existence. Therefore, in reality, the new social group has produced, which is called land-losing peasants. The land has the pivotal function to the peasants. It acts as the double roles of means of the production and living guarantee in peasants' life all the time. Once peasants lose their land, they will lose the basic safeguard, and then they will fact a lot of problem, such as the living, the employing and the social security and so on. If these problems are dealt with improperly, it is very apt to cause the social contradiction, and influence the stability and urbanization carries on smoothly.
