Research On Peasants Without Land In China

In current China, the most urgent thing for resolving is the Peasant Rural and Agriculture problem, of which the peasant problem is most crucial with the core of land problem. With the course of the industrialization and town construction, the number of peasants without land increases sharply, which makes the unemployment proportion of peasants without land increases too, and the problem of employment stands out, whereas the employment is the basis of people's livelihood. Increasing employment becomes the most important and arduous mission in China, in current days and in the future. Therefore, how to take the methods to make the peasants without land employed is urgent to resolve. In the background of the reality, the thesis focuses on the employment of peasants without land, tries to find the shortage of employment protecting policy on peasants without land in China, from the aspects of macroscope and microscope, theory and politics, and by way of comparing with other states, basing on the related laws, policies and the research data, then gives pertinent and operable advice on this problem. The thesis has five parts:The first part is the instruction, which introduces the main content of the thesis, putting forward the problem based on the increasing number of peasants without land and their bad livelihood, defining the main concepts in the thesis, expatiating the meaning the methods of research, which are the matting for the following concepts.The second part points analysis the subjective and objective reasons for the employment of peasants without land, from the related provisions in Constitution and Land Administration Law of the People's Republic of China, including the standard of compensation on levy of land, policy of allocation and employment, society exclusion and skills of the peasants without land.The third part introduces employment protection systems of peasants without land home and abroad, making analysis based on the experience and methods in some regions in our country and other countries.The fourth part puts forward the advice and countermeasure on the employment of peasants without land from two aspects. One is to expand the employment channels based on economic development, clarify the principle on compensation on levy of land, support them to carve out their own career, constitute the long-lasting mechanism on compensation on levy of land and allocation. The other is to establish the perfect training institution and psychological consultation room, eliminate the discrimination in education, by using for reference of other states, such as America, Japan, UK, France and German and combining with the current circumstance of our state.The last part is the conclusion of the whole thesis.
