With the development of economic globalization, makes the increasingly fierce competition between enterprises, how the quality of management staff has become the key to ensure its competitiveness. Management personnel are qualified for quality can directly affect the enterprise core competitiveness. How to identify quality management personnel, has become an important problem facing the enterprise managers.Based on A company’s managers as the research object, first of all, through the literature review summarizes the domestic and foreign scholars about the competency of related theory, builds the competence evaluation system focuses on aspects of learning; And then through the questionnaire investigation about the present situation of A company’s managers competency assessment, find out the current in A company management competency assessment problems:lack of cultivation, the lack of ability, innovation ability, etc., and then analyzed the deep reasons:cultural idea obsolete, insufficient learning ability, innovation, cultivation, etc.; Again after 18 through element analysis to find out the initial competency elements, through the Delphi method importance to screen after A company management competency elements, A total of 11, using exploratory factor analysis method, through the project analysis, factor analysis, analysis of reliability and validity of data analysis and processing method, set up A company management personnel competence evaluation system, including leadership, execution ability, personal qualities, A total of three factors, A total of 11 competency factors:innovation ability, learning ability, organization ability and the ability to inspire, management ability, decision-making, implementation ability, strain capacity, aggressiveness, self control, fair and trustworthy. Competency elements suitable for the characteristics of the management of A company, have very strong pertinence, different from other enterprises or industries of past research results; Again after 10 through 360 evaluation method for A company management personnel competence evaluation, get in A qualified three factors are:learning ability, innovation ability and management ability. The results and the questionnaire investigation about the present situation of management competency results are basically identical; The needle against the existing problems and reasons from improve enterprise culture, strengthen the learning ability, improve the innovation mechanism, improve the management ability and so on four aspects improvement measures are proposed.
