Study On How To Exploit And Take Advantage Of Intellectuals In Rural Areas In Gansu Province In 21st Century

The beginning of the year 2000 witnesses the heated debate on "New Economy"centered on knowledge economy throughout the world, therefore, the greatprospect of "New Economy" attracts world's attention. But the coming of thenew economy requires people to have latest skills, access and ability to acquirethe knowledge, and demands advanced educating and training of scientificintellectuals to meet the requirements of the economic development.In the long run, competition of the complex national power, agricultural produceand international marketing is in it's core the competition of intellectuals, andthe key factor of developing the traditional agriculture into modern one is that ofintellectuals. At present, people come to realize that the problem of the ruralareas is the core of the "sannong", and to recruit the villagers of quality and takean advantage of scientific intellectuals in rural area are major elements to solvethe problem of the rural areas. Although Gansu Province has a large population,it is short of scientific intellectuals, which already prevents the development ofGansu's agriculture and economy in the rural areas.First, the paper deals with mainly the development in the rural areas, thesustainable reform in the rural areas, taking advantage of natural and manpowerresources, major roles of science and education in the economic development inthe rural areas, poverty relief, implement of west development project and a leapof economy in Gansu Province, current situation in Gansu province after China'sentry into WTO, ways how to adapt to globalization, realization of thecoordinate development between the urban and rural areas, and then points outthat it is essential to make use of intellectuals in order to develop the agricultureand economy in the rural area of Gansu province. At last, the author predicts thenumber of scientific intellectuals and their degrees and professional titles neededfor the development of economy in Gansu Province in 2010 and 2020.The paper also points out current situations and problems in use of intellectuals,namely, shortage of intellectuals, lack of excellent technicians, weak competitivestrength, incomplete education and training system, low degree of marketing, and then analyses the numbers of intellectuals in the rural areas of GenusProvince, structures of industries, structures of their knowledge and ages,distribution of the intellectuals in the rural areas, level of their education,training system and achievements in scientific research of agriculture. On thebasis of above analyses, the author proposes instructions, basic principles, goalsand emphases of the use of intellectuals. The author believes that to improvequalities of people in the rural areas and creative abilities of the intellectuals inagricultural industry, to cultivate skills of the farmers, to set up the bettermechanics of employment of intellectuals and speed up training and use oftechnicians are most important and significant elements in the development ofeconomy in the rural areas of Gansu Province.Eventually, the author studies the above-mentioned problems in 21 st century andrecommends the solutions of establishing inspiring policy to motivate theintellectuals, providing a fair and open working environment, setting up trainingcenters for the farmers, picking up speed of educating and training agriculturaltechnicians, speeding up the reform of research institutes, inspiring the creativityof the intellectuals, creating education and training system and marketingsystems of intellectuals fit for the economic development in the rural areas inGansu Province.
