Tibet is a very important border province in China. However, the economic inTibet started late and develops slowly. For many years, Chinese government providesfree medical care for farmers and herdsmen in Tibet. After2003, China graduallyimplemented the new rural cooperative medical system in countrywide. The Tibetangovernment combines the free medical care which has over50years operationexperiences and the new rural cooperative medical system to implement a newcooperative medical care in pastoral areas of Tibet with its own characteristics.This paper is using research and data analysis which based on the uniquegeographical position and political environment of Tibet. This paper is mainly analysisfrom five parts. The first part, introduce the background, meaning, content and methodsof this topic. List the innovation points and deficiencies.The second part is analysis thecurrent situation of Cooperative Medical Care from coverage, financing, reimbursementand capital management. The third part, the problems we need to face when implementthe new policy, such as short of human resource, complex process for reimbursementand overuse the curative resources.The fourth part, compare with the provinces whichhave similar situation, like Xinjiang, Inner Mongolia. The fifth part, provides thesolution to the problems. For instance, increasing health infrastructure and technologyinvestment, formulate reasonable fund raising and management system, improve thereimbursement process and use the traditional Tibetan medical in a better way.
