Research On Income Difference Of Urban-Rural Residents In Chongqing

The problem of income distribution and income difference is becoming a sensitive topic, involved with one's own benefit, the people's livelihood and the people base, relating to equity and justice of society, lasting peace and stability of country. People mind variety in income difference each other very much in microcosmic view. They not only care about their own income growth but also others'. Income difference is the result that economic circulates and interacts with economic development. It is being a focus issue that expanding individual income difference, urban-rural income difference especially.The paper analyses the effect resulted from income difference of urban-rural residents. It points that proper income difference is propitious to enhance productive efficiency, increase the rate of residents' whole savings, impulse variety of market demand and impel adjustment of industrial structure, and bring positive effect to invest growth. But large income difference will depress propensity to consume of whole society and affect investment demand through multiplier effect; will result in whole society demand shortage and pessimism in employment situation; will lead to faultage ,upgrading and transition of consume structure; will make against growth of investment, optimizing industrial structure and harmonious development of urban-rural economic; will render vicious circle between industry and agriculture; will affect social behavior criterion and social order.The paper compares and analyses the data of Per Capital Annual Net Income of Rural Households and Per Capital Annual Disposable Income of Urban Households. It discusses that the economic of Chongqing grows rapidly after reform and opening especially becoming municipality directly under the Central Government, though urban and rural residents' living level is improved rapidly, the urban-rural residents' income difference gap is widening just as mouth of trumpet. It forecasts that urban-rural residents' income difference will expand larger in ten years through the trend extend forecast model.The paper analyses the causes of the increasing income difference. Firstly it discusses that city and country differ from domiciliary control system, system of social security, medical secure system, employment system, finance and investment system, price between industrial and agricultural products. Secondly, there is large lumber of surplus rural labor ,which is difficult in transferring outside. Rural labor has no technologic advantage, low culture level, weak market consciousness and conservative thinking, lack of effective guide. There exists small employment station since secondary industry and tertiary industry lag. Their rights and interests lacks effective supervision and controlment.The paper puts forward measures to shorten the income difference. Firstly, we should change dualistic structure into unitary structure through reforming domiciliary control system to eliminate obstacle of labor transfer, propelling the building of the rural social security system and building unitary system of public products supply. Secondly, we should accelerate rural labor transfer through urbanization, agriculture industrialization and informatization, boosting medium-small enterprise and training rural labor to improve their diathesis. Lastly, we should build socialism new country very well and develop country economic to increase rural residents' income.
