Under economic globalization is abruptly rising in whole world, china starting industry structure adjustment and china's internationalization process being accelerated, companies from different industries are practicing strategy transformation with huge passion. Strategy transformation will lead to reform of HR management not only means the opportunities and threats but also means new requirements for popular workers and managers.In the past one-century period, HR management theory has developed from the original and simple HR management to the complicated strategic HR management influencing the overall world, which provides a solid basis for HR management in company in strategy transformation. HL company is nongovernmental economy which engage in automobile rent and repairing. After twenty years development, automobile service have entered mature period. At the same time, Strategy transformation is inevitable for HL, which is suffering from problems like simple product structure, intensive competition in market and outdated management style and so on, these factors seriously restrict development of company. it is necessary to make strategy transition. Based on preserving original business, we need to consider factors like new business strategy, it is consist of developing children town and movies-video culture business. Meanwhile it is necessary implementing professional management. All of them put forward strict demand to current HR management style, developing capacity, manager quality. After investigation of HR situation we set up program of HR management system optimization. To be specific, we need to make clear what does the new strategy require for the HR management, whether the HR management system fits for the strategy transformation and how to realize the HR management optimization. Besides, the optimization will not succeed before several consistent steps like thawing, implementing and freezing. New company strategy will put much emphasis on framework adjustment, managers' team construction and professional management, which place strict requirements for HR management system optimization and capabilities of management team, planners and sellers.Based on the investigation of the HR condition in HL, a new HR system is designed to guarantee the realization of the strategy transformation and provide good conditions for its sustainable development in the future.
