| Since reform and opening up, China’s urbanization has gradually accelerated and the urbanization rate has become higher and higher. By the end of 2013, it has reached 53.73%.With population and resources gradually gravitating towards cities, urban construction and development of municipal public utilities get the primary role in social life. However, the municipal management system cannot satisfy the requirement so that it must be transformed and optimized as soon as possible. Under this situation, the reform of public utilities in our country came in the market, which improved the efficiency of municipal public utilities. At the same time, it also promoted the change of government function and the transformation of enterprise operation way, and gradually improved the appropriate supporting measures such as legislation, supervision and service, which promoted the sustainable development of municipal public utilities. However, due to the rapid development of market economy and imperfect legal system, municipal utilities management system in our country still exist some problems. So it is necessary to further optimize the municipal public utilities management system and further analyze various practical problems which have existed in the process of management reform.According to the actual development of various cities in our country, combined with domestic and foreign research results, this paper analyzes and discusses the phenomena and problems deeply in the process of market-oriented reform of public utilities. Moreover, this essay, taking A company in industrial parkas an example, analyses urban public utilities management system how to optimize. Then, this paper puts forward the corresponding measures, including clarifying the responsibilities of municipal administration in the deepening stage of reform, improving the management system of the municipal administrative departments and promoting the good operation and maintenance of urban public facilities for overall efficiency. |
