A Study On Leading Core Of The Three Generation's Human Capital Theory

Human capital theory has been paying close attention to in the field of economics since Feixue first put forward the concept of human capital in 1906. And then the five economists G.S. Bilk, Kuzinets, and Shults, and the other two won the economic Nobel Prize for their human capital theory. In China, although the important leaders as Mao Zedong and Deng Xiaoping did not directly point out the concept of human capital theory due to the limitations of times , the development of politics and economics in China, in their thoughts and theories contain a great deal of human capital thoughts. Mao Zedong had illustrated the contents about appointing, educating, cultivating and training cadres from the point of political view during China's revolution and construction periods. These contents in fact indicate the thoughts of human capital. Deng Xiaoping expounded all-sidedly his human capital stratagems, human capital disposition, human capital inspiration and human capital introduction around the theme that science and technology is the first productivity in the economic view. Jiang Zemin, the centre of the third China leading group, enriched and developed Deng Xiaoping's human capital theory in the view of China's current economic developing situation--- being in the economic transforming stage and the time to construct harmonious society. Jiang Zemin and his leading group explained human capital from the following aspects: carry out the marketing system of human capital; fully respect and recognize the right of human capital and realize human capital as one of production factors participating in distribution--- this is one of the great new theory; strengthen the construction of human resources; take the ability of blazing new trails as the important content of human capital; firmly cultivate scientific concepts of treating talent. The above thoughts reflect the third leading group's open-mindedness, of seeking truth form facts, marching with time qualities, and establishing the new human capital concept of adapting to the new situation, the new tasks and the new requirements.
