In the time of global competition and knowledge economy, human resources increasingly become the base of enterprises'competitive advantage. Supervision Company, which is a subsidiary company of CNOOC Oil Base Group Ltd., established in the January of 2005. In order to accelerate the company's reformation and development, the managers of the company constantly summarize the company's developing experiences, analyze the internal conditions and external environment, establish and improve internal management system. Basing on the systematic analysis, the managers of Supervision Company cognize that the company's competitive advantage and core competence are the tangible and intangible values created by core human resources. According to HR planning, the core human resources development and management system of Supervision Company has been effectively established, improved and implemented.Firstly, the author introduces the research background and theory base of the thesis; then introduces the development history and current situations of Supervision Company. Basing on the analysis of the company's competences and core human resources, the author identifies that offshore oil supervisors are core human resources of the company. Analyzing core human resources with SWOT method, the author brings forward the development strategy and HR development planning of the company. The author emphasizes how to establish the core human resources development and management system which includes professional career planning of core human resources, profession competency model building, optimizing training management system and establishing performance management system. In the end, the author evaluates the first-step effect of the core human resources development and management system, and then sets up further target for core human resources management of Supervision Company.In the thesis, the author exactly clarifies the company's developing direction, and brings forwards feasible suggestions and measures for HR development and management, which will help Supervision Company establish and strengthen its core competences, then develop fast in the future.
