From the opening-up, SMEs (small and medium-sized enterprises)have improved greatly, and have become one of the main impetus which push Chinese economy increasing quickly and healthily. But at the same time, we must see that our small and medium sized business is short of ability of sustainable development because of the challenges which have to be encountered. The most standing-out problem is the scarcity of core competition ability. Creating a loose development environment for the small and medium-sized enterprise development is inevitable. But simultaneously SMEs of our country also should carefully examine the weak link of resources and the ability which the enterprise interior has, disposition limited resources and ability effectively to cultivate core competitive power.This paper researches that the SMEs how to cultivate and improve the core competence, develops we can cultivate and improve the core competence of the SMEs through human capital property right incentive. Through the encounter of the SMEs and large business, the paper develop organism of the human capital property right incentive in cultivating and improving core competence of SMEs. This study is divided into three sections.The first part introduces the relevant content on SMEs, including the definition of SMEs, the existence of the problems. In light of these problems, the core competitiveness has greatly affected the SME management concept. Combining with the existing problems of SMEs in China, the paper discusses the urgency to cultivate the core competitiveness of SMEs .The second part introduces the relevant content and theory of the human capital property right incentive, and elaborated the inner links with the core competitiveness of SMEs. This article first defined the range of human capital, not only including investors, operators, also including technical personnel and general staff. Second, introduce characteristics of human capital property right incentive, and applicability analysis of human capital property right incentive in SMEs. The implementation of human capital property right incentive is to establish a new contract between enterprises and employees. In such contractual relationship, the more conducive to a people's initiative and potential of enhancing the core competitiveness of SMEs.The third part introduce implementation measures of human capital property rights . Human capital property rights of management, this paper focuses on the manager's stock option plan. Core technical staff incentive the implementation of property rights is the main method of Employee Stock Ownership Plan, the main stock incentives are introduced. As the general staff mobility, not suitable for equity participation, this approach is taken by the implementation of incentive bonus.
