Based on a comprehensive literature review and an empirical research, this thesis makes a systematic inspection into the community approach of rural tourism development.Firstly, the related concepts are presented, among which "community approach" is elaborated on and its foundation theories are introduced in particular. In theoretical study, the author summarizes the relations between community approach and rural tourism's sustainable development. Then practices of international rural tourism are introduced, of which the advantages and disadvantages are stated. The author also gives a brief description of community approach in China's rural tourism development.Based on the above theoretic and practical study, a rural tourism development mode is constructed, which has "synergism", "democracy" and "sustainability" as its three core concepts, and local residents are deemed to be the most important party. Under this system, five mechanisms including consultation, education, decision-making, supervision and distribution should be addressed in rural tourismdevelopment.In the empirical part, the author studies on the rural tourism's developmentsituation with the suburbs of Beijing as a case. With the data obtained, the author analyzes the community's involvement level, the relationship between community's involvement and community sustainable development, and the impacts of tourism on the local areas. Conclusions are provided based on the analysis. It is proved that the community approach has been put into the rural tourism's development practices; however, there are still some issues calling for our attention, against which some suggestions are presented. These suggestions are in accordance with the decision-making mechanism, the education mechanism and the supervision mechanism presented in the constructed development mode.
