Laid-off workers, a special crowd of the 20th century, since the 1990s, Along with the country's economy reforming and the social structural adjustment. They lost their original enterprises rely on the system to protect and begin to seek employment again.Due to various reasons, many of them difficult road to the re-employment, how to properly deal with their re-employment become an important event in a situation of stability and unity in the whole society.Since the laid-off workers and re-employment has become a hot topic of common concern to society, a lot of research has been conducted from the perspective of their own professional disciplines.However, articles of Empirical Analysis, as the main yardstick by period, for the entire periods since the laid-off workers been re-employment and sustainable situation empirical is very rare, we will make up for this deficiency.Based on human capital theory as a starting point, the writer made an depth analysis of the relationship between the re-employed and basic elements of human capital belongs to laid-off workers. Meanwhile, this paper also seek re-employment of laid-off workers in the course of their ideas about employment, career, Careers channel, and the longest sustained period of employment, such as the satisfaction of a job description and analysis.Through analysis, it has come to the following conclusions : the greatest impact on the re-employment of laid-off workers is Gender and Enterprises size. The greatest impact on the Stable employment of laid-off workers is qualifications, training, skills and the length of laid-off -time. The growth of human capital is conducive to the re-employment of laid-off workers of state employment remained stable.Finally, on the status of laid-off workers seeking re-employment on the basis of a scientific analysis of behavior and results, the writer made the following policy recommendations :(1) Rationalize the industrial structure, vigorously develop the service industry. (2) Further step up our efforts to support and promote the development of SMEs. (3) Continue to improve the social security system, raise the level of protection for non-regular forms of employment (4) Strengthen the construction of the labor market, provide a low-cost and institutionalized channels of employment. (5) Strengthen the monitoring of illegal employment and illegal, to protect the legitimate rights and interests of laid-off workers. (6) Improve human resources and institutional building of employment service system, establish monitoring and early warning system of unemployment.(7) Open up various channels provide more job opportunities for laid-off women workers.
