The re-employment of the unemployed is a focus which the society should pay close attention to currently and in future. During the economy change and transition period, with the interaction between the social structure and the individual action becoming true, it is possible to realize self-value and change destination through self-adjusting constantly. This research analyses the effectiveness of the out-of-work's human capital through the course of the re-employment, from viewpoints of change of their life condition and social constriction by their individual disposition, capability and knowledge. This study collects materials through questionnaire survey and in-dept interview, based on the relevant theories of sociology, social psychology, and human capital. Part one includes the study background, the literature review, the conceptualization and the operation of concept. In addition, the framework, the hypothesis, and the research method of this study are also mentioned. Part two conceptualizes the human capital into three latitudes: the level of education, career skill and the re-employment training, which measured by level of education, working years, whether owns a professional post and whether joins in the re-employment training. The study finds the bad condition of the human capital of the out-of-work. Part three explores how the human capital affects the transition of the re-employment concept, the selection of the re-employment way, the obtainment of the re-employment chance, and the decision of the re-employment income. The study discovers the human capital is short of active support to the course of the re-employment, the working years bring the negative affection. At last, the conclusion is summed up, the depreciated human capital, the equality enhance and the method change of the re-employment training, the region fluid significance to the re-employment of the out-of-work, and the annulment of the out-of-work's "general human capital"are discussed in this part. As well, this part supplies some suggestion on policy.
