Along with the establishment and development of the modern enterprise system, a lot of enterprise groups which are linked by the capital appear. The property rights and the right of management are further separated. Most of investors don't directly participate the producing and managing of the enterprises. They delegate the management and administrative rights to those professional managers. Then the deputation relation between the owner and the operator is coming into being. Under the deputation relation, because of the existence of unsymmetrical information and the indirect select of operators, the consigner usually urges the operator through the drive and the restraint mechanism to achieve the goal. However the operator's achievements are not observables, then the consigner can evaluate the efforts of the operator through the appraisal on achievements to effectively drive and restrain the agents'behavior choice. Under the complex stockholder's rights structure, that how to deal with the benefit among the shareholder, the creditor, the social public, the government and the potential investors becomes the content which the enterprise must consider during the achievement appraisal. On the other hand, the business scope and the management scope of the modern enterprise group present the tendency of expansion. The process of producing and managing are day by day complex. The parent and subsidiary company system becomes the important organization form gradually. But the control and management on the subordinate company by the superior company becomes a new problem. How to establish a set of effective examination and appraisal system in the group, which are attached high attention of the investors and the management level.The construction industry is our country's important pillar industry, which holds the important status in the national economy. But the construction enterprise technology difficulty is not big. The admittance threshold is low. The construction enterprise's competition is more and more intense. There income appears to increase in general, while the benefit decreases. In order to break the deadlock, to meet the market competition need, more and more construction enterprises step on the collectivization development path through changing the system and reorganizing. That establishing a set of internal achievement appraisal system, which is fit for the parent and subsidiary company system, and establishing and perfecting the drive and restraint mechanism, becomes the important measure to enhance the enterprise benefit and the internal management level. Therefore establishment of the group enterprise internal achievement appraisal system becomes the important research topic of the construction group enterprise. That the group company utilizes the reasonable performance appraisal system and the scientific evaluation methods to evaluate the achievement of the member enterprises is extremely important.Based on the above reasons, the author focuses on the following question to explain its theme: take that how to establish the internal appraisal system as the main content for research and utilize the balance scorecard pattern to establish the group enterprise internal achievement appraisal system, and evaluate the management achievement for various aspects, and drive and restrain the enterprise operators. Divide the business according the group construction enterprise strategy plan and establish the different appraisal index according to the different business characteristic.This article is divided into four chapters based on the content. The main chapter content and the viewpoint are as follows.First chapter is the introduction. On the basis of explanation of the relevant definition, it shows the study purpose, content, methods and the research frame.Second chapter is about the domestic and foreign achievement appraisal evolution and the enlightenment. This chapter mainly introduces the historical evolution of the internal management achievement appraisal. Through the historical comparison between the domestic and foreign stage, evaluate the domestic and foreign achievement appraisal present situation. Conclude the problems and the enlightenments.Third chapter is about the achievement appraisal pattern and the choice. In this chapter the author mainly analyses the three patterns in the present enterprise achievement appraisal system which are financial pattern, the value pattern and the balanced collectively score card pattern.Fourth chapter is about the establishment of the group construction enterprise internal achievement appraisal system. Firstly, the author carries on the analysis on present situation and the necessity of internal achievement appraisal of the group construction enterprise, and then explains all the factors which the group construction enterprise internal appraisal system needs to consider to carry on the elaboration. Finally the establishment of the internal performance appraisal system is proposed. And the author takes the group construction enterprise as an example, from four aspects like the financial achievements, the customer achievements, the service flow achievements, the study and the growth achievements, gives the corresponding examination and critique target and the operating instructions. This balanced idea branch customs station is designed based on the construction enterprise's characteristic except for the several indexes. The major part indexes are the construction enterprise commonly used target. Through four aspects like finance, the customer, internal management process, it studies and grows to have the stress to have the mutual influence aspect achievement appraisal respectively to communicate the goal, strategic and the enterprise construction management relations, realizes the short-term benefit and the long-term benefit, the local interest and overall benefit balanced. Through constructs internal achievement appraisal system skeleton to the group, had supplemented in the operation needs to pay attention the aspect, has drawn the article corresponding research conclusion.The major attributions of this article are as following: 1. the author introduces balance scores card evaluation system. Establish the internal achievement appraisal system on the basis of the analysis on the business characteristics of the group construction enterprise. It is good for enterprises to achieve the competitive achievement management system which might be the foundation for the new strategic management system. 2. the author abandons the traditional concept and method, carries out the innovation on the enterprise in general. This construction enterprise internal achievement appraisal system involves various factors such as concept, method, knowledge, internal procedure, exterior power, competition subject and so on. All those will influence the integral innovation of the enterprise.The major deficiencies of this article are as followings: (1) the author proposed own appraisal system, which is only one kind of theoretical thing. (2) the author original intention is to demonstrate such topics as the real estate, investment and BOT construction. However, because of the shortage of the time and the knowledge, the author has to stop at this point. (3) because of the work, the total article is not so good. The author feels very sorry about that.
